EU and Canada start negotiations on a broad aviation agreement

Delegations from Canada and the European Union met on 27/28 November 2007 in Brussels for the first round of negotiations for an ambitious comprehensive aviation agreement between both sides. The negotiations were officially opened by H.E. Ross Hornby, Ambassador of Canada to the EU, and Matthias Ruete, the European Commission's Director General of Energy and Transport.

Port security: Commission sends reasoned opinions to Estonia, Malta, Spain and the United Kingdom

The European Commission decided to send reasoned opinions to Estonia, Malta, Spain and the United Kingdom for failing to transpose the European rules on enhancing port security into their national law. Sending a reasoned opinion constitutes the last stage before possible referral to the Court of Justice.

Seafarers' certificates: the Commission will send letters of formal notice to 11 Member States which have failed to transpose the rules on mobility and crew skills into their national law

The European Commission decided on 29 November to send a letter of formal notice to 11 Member States for failing to notify the Commission of the measures they have taken to transpose into their national law the directive on the recognition of seafarers' certificates. The Member States concerned are: Bulgaria, Cyprus, the Czech Republic, Estonia, Spain, Finland, Italy, Lithuania, Poland, Portugal and the United Kingdom. In acknowledgement of the growing hardship affecting seafarers in many Member States since the 1980s, this directive for the first time introduces the automatic recognition of national certificates. It thereby aims to facilitate the mobility of Community seafarers between Member States.

Safety assessment of third-country aircraft using Community airports: Commission takes Poland to the Court

On 28 November, the European Commission decided to take legal action against Poland for not having transposed properly the Directive on the safety of third-country aircraft using Community airports. The Commission has thus launched the third stage of an infringement procedure by lodging a formal complaint before the Court of Justice of the European Communities.

Commission launches formal investigation into potential State aid by the CCI of Pau-BΓ©arn

Following up on a notification by the French authorities, the European Commission on 28 November started a formal investigation into contracts concluded by the Chambre de Commerce et d'Industrie de Pau-BΓ©arn (CCIPB) with Ryanair and its subsidiary Airport Marketing Services Ltd. At this stage the Commission cannot conclude that the conditions of the contracts are compatible with the common market and must therefore open a formal investigation to gather the necessary evidence.

Commission authorises rescue aid for the "Metronet Companies"

The European Commission decided on 28 November to authorise the rescue aid granted by the UK authorities to the Metronet Companies (Metronet Rail BCV Limited and Metronet Rail SSL Limited in administration). The aid amounts in total to Β£897 (€ 1,329) million.

Commission launches formal investigation into annual compensation payments, investment grants to and capital endowment of EmslΓ€ndische Eisenbahn GmbH


The European Commission decided on 28 November to open a formal investigation procedure regarding the annual operating compensation payments for school transport and administrative costs, for the purchase of rolling stock and the operation of a passenger information system for the benefit of EmslΓ€ndische Eisenbahn GmbH. Following a complaint, the Commission has to examine whether these measures are in line with the European rules on State aid.

Training of professional drivers: Commission takes Ireland to Court of Justice

The European Commission on 28 November decided to launch proceedings in the European Court of Justice against Ireland for failing both to transpose the Directive on the training of professional drivers and to notify measures for its implementation. This Directive provides for compulsory initial qualification and periodic training of drivers of certain road vehicles for the carriage of goods or passengers.

Black list of banned airlines: the European Commission adopts new measures

The European Commission adopted on 28 November the sixth update of the Community’s list of airlines banned in the European Union. With this update the Commission is lifting the ban imposed upon Blue Wing Airlines from Surinam together with the operating restrictions imposed on Pakistan International Airlines (PIA). The new list replaces the previous one and can already be consulted on the Commission’s website.

Commissioner Piebalgs endorses the work programmes of TEN-E coordinators Adamowitsch and Mielczarski

Energy Commissioner Andris Piebalgs endorsed on 30 November the work programmes of Georg Wilhelm Adamowitsch, the coordinator for the connections to off-shore wind power in Northern Europe and of Wladydlaw Mielczarski, the coordinator for power connection between Germany, Poland and Lithuania. Mr Adamowitsch's main task will be to facilitate the integration of the offshore wind energy produced in the Baltic Sea and North Sea into the continental grid. Mr Mielczarski's main challenge will be to help accelerate the implementation of the power connection between Germany, Poland and Lithuania in order to increase the overall capacity and strengthen the reliability of the connections.

The European Commission has decided on 28 November not to raise objections to a Spanish State aid measure to be granted to the region of Castilla y Leon for research, development and innovation purposes as well as for environmental protection related to the coal mining sector. The aid amounts to approximately €3 million.

The European Nuclear Energy Forum, initiated by the Commission and supported by the March European Council, has been inaugurated on 26 November in Bratislava by Prime Minister Robert Fico of the Republic of Slovakia, and by Mirek TopolΓ‘nek Prime Minister of the Czech Republic, and by Energy Commissioner Andris Piebalgs, who also conveyed a welcome message from President Barroso.
